Christina S. Carter is the Founder and CEO of UNLOCKED Search & Consulting Firm and has served as a senior-level executive with more than 14 years of leadership experience across the public education sector, with earlier experience in retail management, hospitality and marketing.

She has led organization-wide strategy in leadership development, culture, talent, and data and measurement for an organizations of all sizes, partnering directly with executive teams and governing boards. She has recruited, coached and retained talent and built long-term talent strategies alongside Human Resources, raising annual evaluation completion from 85% to 98% across 600+ employees, increasing diverse applicant representation by 40% in the first year of a multi-site talent strategy, and stewarding $1.7M+ in funding.

As Founder and CEO of UNLOCKED, she leads the firm’s strategy, service design and client partnerships, helping mission-driven organizations strengthen leadership, talent strategy, culture, hiring and retention.

Christina holds a Master of Education from Cabrini University and a School Leadership Certificate from the University of Pennsylvania Graduate School of Education, where she co-chairs the School Leadership Program Alumni Steering Committee. She is active in regional and national networks focused on talent pipelines, leadership development and organizational culture, and has presented at national and regional summits on building organizational capacity for recruitment and retention.
